going a steady pace saves gas and taking off slowly instead of jackrabbit take offs. not sure about the neutral shift thing but I used to do it when I was on red light to make it to the station.

In a car with a manual transmission, you could step on the clutch and coast down hills, but you lose the compression braking that the engine provides. That means you may have to use your brakes more, and wear them out faster. It might save you fuel costs, but I think it’s a tossup whether it saves you money overall.
Slowing down WILL save you money. It takes more energy to move a vehicle faster over the same distance. And that is independent of time. Yeah, you’ll get there faster, but it still will cost you more.
